The mushroom seed is only available for purchase at the Grow a Garden Seed Shop for 150,000 Sheckles or 249 Robux. As such, you can't find this item anywhere else. And yes, that includes the basic or exotic seed packs. So, if you're up for it, you can think about trading with someone, using Robux, or just waiting and keeping an eye on the shop's items.

The mushroom seed has a divine rarity and is right up there with the grape seed, which itself has a 1/17280 chance of being available in the shop. So, besides waiting, you can try asking in the game's chat to see if anyone has it.
